          "An Act requiring a subcontractor to obtain workers'                                      
          compensation insurance covering the subcontractor                                         
          and the subcontractor's employees and establishing                                        
          responsibility of a contractor for obtaining workers'                                     
          compensation coverage for the subcontractor and the                                       
          subcontractor's employees if the subcontractor fails to                                   
          obtain workers' compensation coverage; and
